Upon noticing that the food wasn't being replenished, Sharon ordered Phil to take the food from the unoccupied houses and lock it in the church basement. He's being pretty stealthy about it, but characters who might think to go into other houses for food will find their kitchens stripped.
A savvy person might notice Phil going into empty houses, but he's careful to not carry anything too large or noticeable and varying how he's carrying things to the church in addition to avoiding doing any of it when he can tell that people are around him. He's a spy and he knows stealth and how to spot people, so if your character is really going to take note, please talk to me about what he is and is not actually doing.
